David Paulson, U.S. Small Business Administration (SBA) Administrator Jovita Carranza, Wisconsin Governor Jim Doyle, and Wisconsin Adjutant General, Brigadier General Don Dunbar view flood threatend WI Interstate Hwy 90/94 from a UH-60 Blackhawk helicopter on June 14, 2008. Serious flooding throughout the State of WI prompted Govorner Doyle to declare a state of emergency, allowing Brigadier General Dunbar to activate National Guard troops to assist in the relief effort.
